         The Miner County Board of Commissioners met in regular session August 15, 2017 in the Miner County Courthouse.  Members present:  Roger Wentland, Tom Reisch, Voni Durant, Garrett Gassman and Alex Protsch.  Absent:  none.   Chairman Wentland called the meeting to order.   The Pledge of Allegiance was recited.  Motion by Gassman, seconded by Durant and carried to approve the agenda.  Carla Paulson of the Miner County Pioneer was also in attendance.

 

         The minutes of the August 1st meeting were approved.

         The board reviewed the SDPAA renewal survey and authorized Wentland to sign the report.

 

         It was moved by Reisch, seconded by Gassman and carried to enter into the SD Office of Emergency Management for the 2017 Emergency Management performance grant subward agreement. 

 

         Director of Equalization Tami Severson presented the following plats for consideration.

 

         It was moved by Protsch and seconded by Durant to approve the following resolution.

 

RESOLUTION 17-25

 

         BE IT RESOLVED by the Board of County Commissioners of Miner County, South Dakota, that the plat of Tract 1, Voeltz Addition in the SW ¼ of the NW ¼ of Section 23, T107N, R56W, 5th P.M., Miner County, South Dakota, which has been submitted for examination pursuant to law, is hereby approved and the County Auditor is hereby authorized and directed to endorse on such plat a copy of this resolution and certify the same. 

Voting aye:  Protsch, Gassman, Reisch, Durant and Wentland.  Voting nay:  none.  Resolution adopted this 15th day of August, 2017.

RESOLUTION 17-26

 

            BE IT RESOLVED by the Board of County Commissioner of Miner County, South Dakota, that the plat of LOT A OF WALTER FIRST ADDITION IN GOVERNMENT LOT 2 OF THE NW ¼ OF SECTION 7, T 105N, R 57 W OF THE 5TH P.M., MINER COUNTY, SOUTH DAKOTA, which has been submitted for examination pursuant to law, is hereby approved and the County Auditor is hereby authorized and directed to endorse on such plat a copy of this Resolution and certify the same.

 

         Voting aye:  Protsch, Gassman, Reisch, Durant and Wentland.  Voting nay:  none.  Resolution adopted this 15th day of August, 2017.

            Severson gave an update on the Buffer Strip Property Tax Incentives program offered by the SD Dept. of Revenue.  Those areas that would qualify in Miner County include land around Redstone Creek and Carthage Lake.  A reduced valuation of property of 50’ up to 125’ strip lying adjacent to these qualifying bodies of water can be applied for through an application available on the SD Dept. of Revenue website or the Miner County Equalization office.  Severson also reported that she and Emergency Management Director Bob Calmus attended the regional FEMA SD Base Level Engineering Training for the National Flood Insurance Program.

 

            Jason Feldhaus reported on the erosion taking place within the county owned farm ground.  Feldhaus informed the commission that Reisch Farms (current renter) will do the work to complete the clean out of the ditch.  He would also request that the board consider placing a tile to improve the drainage.  Discussion as to wetland determination, cost, adjoining landowner notification, sloping of the county road ditch, and bid requirements also took place.  Commissioner Reisch voiced concern as to making improvements to the land in the middle of a lease.  The board will check with State’s Attorney Protsch concerning the matter and it shall be placed on a future agenda.

 

            Correspondence from the Office of the Attorney General concerning Project StandUp-the anonymous tip program for drugs was received.  The board approved the posting of the program’s information within the courthouse building.  Also receive was correspondence from the SD Dept. of Game Fish and Parks requesting that a representative from the county board complete the Statewide Comprehensive Outdoor Recreation Plan survey.  Commissioner Gassman shall respond to the survey.

 

Highway Superintendent Ron Krempges informed the board that chip sealing on county roads has been completed, pavement marking will be completed in the near future, Miner County Highway Department will be assisting Kingsbury County Highway Department with asphalt patch work in Kingsbury County, and culvert work is being completed throughout the county.  Krempges also discussed the process for advertising and selling the 2009 Cat Motor Grader.  This will be discussed at the next board meeting on September 5th.

 

            The board reviewed the first draft of the personnel policy update.  Several changes to the draft will be made and presented at the Sept. 5th meeting.

 

            Ambulance Manager Cora Schwader and Ambulance Board member Gibi Page joined the meeting.  Schwader presented the bid specifications for a new ambulance.  After review of the specs it was moved by Durant, seconded by Reisch and carried to advertise for bids for a Type III 2018 Ambulance.  Commissioner Wentland left the meeting.

 

            Vice Chairman Protsch led the review of the 2018 proposed budget.
