Debbie Eggert was born and raised in Miner and Kingsbury counties. She graduated from DeSmet High School, then worked as a clerk for a local clothing store. In late November, 1977 she started working part-time in the treasurer's office. When the previous treasurer retired in 1984, Debbie ran for the office and was elected. She has been the treasurer since January 1, 1985 and is currently a certified member of the South Dakota County Officials Association. In March of 1986 Deputy Treasurer Pat Carmon came to work as a part-time employee, later advancing to full-time work with the retirement of Eileen Clark.

Office Duties
Taxes
One of the main duties of the treasurer's office is to collect real estate, special assessment, mobile home and building on leased site taxes. These can be paid in 2 installments 1/2 BEFORE May 1st, and the 2nd 1/2 BEFORE November 1st unless the total tax of a parcel is less than $50. If that is the case, then the amount is due in full BEFORE May 1st. Also due in full before May 1st is the total special assessment tax. Any taxes not paid BEFORE the deadlines will accrue interest on the first day of each month after the deadlines at the rate of .833% or 10% per year.
Included in this duty is the transferring of new and used titles, purchased in-state or out-of-state, collecting 3% registration tax on such transfers where applicable, and license renewals for all vehicles including cars, pickups, trailers, and motorcycles. The month that an individual renews their vehicle licenses is based on the first letter of your last name. A business renews according to the first letter of the business name. License decals expire on the last day of the month you need to renew, although you are able to renew anytime within 3 months beofre the expiration date. On July 1, 2008, a new vehicle licensing system began throughout the State of South Dakota. It is called SDcars and is a web-based system. The recent law change requires you to remove your license plates when trading or selling a motor vehicle, trailer, motorcycle, or commercially licensed vehicle, and transferring those plates to a NEWLY ACQUIRED vehicle that you buy. HOWEVER, your plate SHOULD NOT be put on your new vehicle until you transfer your title and pay any appropriate fees to your county treasurer's office.
If you trade that vehicle to a dealer, you will remove the plates and the dealer will provide you with a permit to drive the new vehicle for 30 days until you get the title and plates transferred. If you sell a vehicle to another individual, business, company, etc., you will remove the plates, and provide the new buyer with a seller's permit. This permit allows the new buyer to drive that vehicle for 30 days. These permits can be obtained free of charge from the treasurer's office, or printed off the website, www.SDcars.org and can be obtained when you know you are selling the vehicle, even if it is not actually sold.
Within 15 days after the vehicle is sold, you are also required by law to file a report of sale with the state. This not only removes any further responsibility on your part as far as that vehicle is concerned, but it also lets the Division of Motor Vehicles know that you now have a license plate available to put on another vehicle you obtain. If you sell a vehicle, but do not purchase one to replace it right away, the plate you removed from the first vehicle can be transferred anytime up to the expiration date of the stickers shown on the plate. That plate can no longer be used on another vehicle once the stickers are expired. If you sell a vehicle, but do not plan to replace it, you are still required to remove the plates, and provide the new buyer with a seller's permit.
Also starting on July 1, 2008, commercial , snowmobile, and boat licenses are staggered and will now expire in the same month as your other vehicles. Therefore, you will want to be aware that the first time you license one of these vehicles after July 1st your license fees will be prorated.

Miner County passed a wheel tax which went into effect January 1, 1995. The wheel tax is collected on cars, pickups, trucks, trailers, and motorcycles at the rate of $4.00/wheel with a maximum of $16.00 per year.
Since July 1, 2003, the treasurer's office takes application for duplicate titles, and notates and cancels liens on titles.
Hunting and Fishing
Game and fish licenses for both resident and non-residents are available through our office. We also have on hand big game applications that can be picked up, or you can submit a big game application through the Game, Fish & Parks website.
Elderly Tax Freeze
Qualified persons who are 65 years old or older or disabled can apply to have their home assessment frozen back to the year they turned 65 or the year they became disabled. To qualify you must meet residency and income guidelines. Application can be made through the treasurer's office between January 2nd and March 31st. Application must be made on an annual basis.
This program is also for persons who are 65 years old or older or are disabled. This program has different income guidelines and a different application period which is April 1st - June 30th. The applications are filed with the State of SD, and if you are eligible for this program, you will receive a check from the State of SD around September 1st. Application must be made on an annual basis.
Handicap Permits
If you are temporarily or permanently disabled, you may apply for handicap permits or license plates. Initial applications can be obtained from the treasurer's office or through most doctor's offices. When completed by the doctor and applicant the form can be brought to the treasurer's office for processing and issuance of the permit. If license plates are requested, they will be applied for through the Division of Motor Vehicles in Pierre. The only cost is $5.00 for mailing the plates to the applicant. Temporary permits are valid for a period up to one year. Permanent permits are valid for a period of 5 years.
IMPORTANT DEADLINES
January - It is the beginning of the fiscal year, Real Estate, Mobile Home, and Special Assessments statements are mailed to owners, and application for the Elderly Assessment Freeze can be filed.
April 1st - last day to file Elderly Assessment Freeze applications with county treasurer
April 30th - last day to pay (or mail) 1st 1/2 real estate, mobile home, and special assessment taxes without paying interest.
June 30th - last day to send application for Sales or Property Tax Refund to the State of SD
October 31st - last day to pay (or mail) 2nd 1/2 real estate and mobile home taxes without paying interest
