April 22, 2014

                The Miner County Board of Commissioners met in special session April 22, 2014, in the Miner County Courthouse.  Members present:  Roger Wentland, Don Bowman, Garrett Gassman, Voni Durant, and Alex Protsch. Absent:  none.   Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.  Motion by Protsch, seconded by Durant and carried to approve the agenda.  The minutes of the April 8th meeting were approved. 

                Motion by Protsch, seconded by Gassman and carried to purchase off the SD State bid ($23,132 plus additional options $3,291) a 2014 Dodge Ram 1500 to replace the sheriff’s 2008 Ford Explorer.

                An application for abatement of real property taxes was received from the South Dakota Board of Economic Development (BED) for Lots 2 & 3, Block 2 Howard City Industrial Park.  During the period from February 19, 2013, to December 30, 2013, the real property was jointly owned by Heartland Consumers Power District and BED.  During that time, BED owned a 74.98% interest in the real property.  BED is an instrumentality of the State of South Dakota, real property owned by it is exempt from real property taxes.  The City of Howard has approved this request pursuant to SDCL 10-18-7.  Motion by Durant, seconded by Bowman and carried to abate BED’s portion ($14,134.96) of the real property taxes in the above mentioned property.   

                Motion by Bowman, seconded by Gassman and carried to increase EVOC ambulance drivers pay from $10/run to $20/run. 

                Highway Superintendent Ron Krempges informed the board that the department will be helping with Canova and Carthage city-wide cleanup days in May.  The high school track project has been bid and awarded.  The county will assist with this project.  The City of Canova has made a request for assistance in removing the foundation of a city owned property. 

                Brad Stangohr of Ulteig presented the courthouse parking lot and grounds project bids that were opened as advertised on Monday April 21, 2014.  The following bids were received:  Robert Johnson Construction $145,181.10, Matthaei Excavating $197,692.00, Asphalt Surfacing $175,750.00. Motion by Durant, seconded Bowman and carried to award the project to Robert Johnson Construction of Mitchell, SD.  This project will replace the existing parking lot, cement sidewalks, and construct an accessible ramp on the south entrance to the courthouse along with an accessible parking area. 

                Custodian Lou Rentschler submitted her resignation to the board.  The board would like to thank her for her 16 years of service to the county.  Ms. Rentschler’s retirement will be effective May 31st. 

                The board adjourned as a board of commissioners and reconvened as a board of equalization.  Director of Equalization Tami Severson and Treasurer Debbie Eggert were also present. 

                Motion by Gassman, seconded by Durant and carried to approve the annual applications for tax exempt status, as previously published in the legal newspaper. 

                Motion by Bowman, seconded by Protsch and carried to authorize the Director of Equalization to make changes on the assessment rolls to reflect the qualifying applications for the exemption on assessments of dwellings of the disabled veterans.

                Motion by Bowman, seconded by Gassman and carried to authorize the Director of Equalization to make changes on the assessment rolls to reflect the qualifying applications for the freeze on assessments of dwellings of the disabled and senior citizens.

                Motion by Durant, seconded by Protsch and carried to authorize the Director of Equalization to make the changes on the assessment rolls to correct the following clerical errors:

Having no further equalization business the board ended equalization for 2014. 

The board reconvened as a board of commissioners. 

The board acknowledge receipt of correspondence from the SD Dept. of Environment and Natural Resources outlining the Free Abandoned Tank Removal Program.  Any resident or business owner may contact the auditor’s office for more information concerning this free program.
