May 16, 2017

 

The Miner County Board of Commissioners met in regular session May 16, 2017 in the Miner County Courthouse.  Members present:  Roger Wentland, Tom Reisch, Garrett Gassman, Voni Durant and Alex Protsch.  Absent:  None.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.  Motion by Reisch, seconded by Gassman and carried to approve the agenda as amended.

The minutes of the May 2nd meeting were approved.

 

The board acknowledged receipt of the following correspondence: Miner County Sheriff & Dispatch February & March Reports; East Dakota Water Development District May Meeting Agenda; SD DENR Shannon Colony Manure Management System Correspondence; Miner County Conservation & NRCS March Reports; SDACO County Budgets Training.

 

Chairman Wentland requested that Reisch, Protsch and Sheriff Klinkhammer attend a meeting with representatives of the Howard City to review the contract for law enforcement services.

 

The board considered issuance of malt beverage licenses to operate outside of a municipality for the 2017-2018 licensing period.  It was moved by Durant, seconded by Gassman, and carried to approve the retail on-off sale malt beverage license applications of CC & F Retail Inc. (Jake’s Corner) for Tract A of Bessman’s First Addition NW ¼ Section 12-106-55 Clearwater Township, and Sandy Scheuren (Coonhunter Inn) for Lot 1 of Lot 3 SW ¼ Section 34-105-57, Rock Creek Township.

 

It was moved by Protsch and seconded by Reisch that the following resolution be approved.

 

RESOLUTION 17-16

 

BE IT HEREBY RESOLVED, that the list of individuals set forth below, are hereby authorized to request rangeland fire assistance, on behalf of the County of Miner as specified in SDCL 41-20A-11.  The authority to request assistance as provided shall continue in full force and effect until terminated or modified by resolution of the County of Miner Board of Commissioners.

4-H Program Youth Advisor Maria Feldhaus gave an update on activities taking place within the county.  Miner County Achievement Days will be held July 31-August 2.  Miranda Donahue has submitted her resignation effective June 2, 2017.  Feldhaus and Miller will work together to hire her replacement.

 

Rob Eggert joined the meeting.  It was moved by Durant, seconded by Gassman and carried (unanimously) to grant a one-time bonus of $1000 to Eggert payable in the May payroll.

 

Highway Superintendent Ron Krempges covered equipment repairs, graveling projects, and personnel matters.  He also informed the board that Evan Meyer has requested assistance with the construction of a handicap water access at Lake Carthage.  Krempges will get more information and report back to the commission.

 

The commission granted the request of Colleen Arens to take 2 days of leave without pay.

 

A brief review on the 2018 budget process was presented by Auditor Connor.
