            The Miner County Board of Commissioners met in regular session August 1, 2012, in the Miner County Courthouse.  Members present:  Don Bowman, Voni Durant, and Roger Wentland.  Absent:  Pat Maroney and Heath Thompson.  Vice Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.

            Motion by Bowman, seconded by Durant and carried to approve the agenda as amended.  The minutes of July 17th and 18th were approved. 

            Weed Superintendent Robert Calmus informed the board as to the anticipated increase in 2,4D for the 2013 fiscal year.  Howard Farmers Coop can secure a lower cost by preordering.  After consulting with SD Dept. of Legislative Audit SDCL 5-18A-22 exempts the purchase of chemical and biological products.  The commission instructed Calmus to preorder the supply for 2013.

            Discussion as to the severity of the drought and conditions of feed sources prompted the commission to direct Calmus to research the need for a disaster declaration for Miner County.  Calmus will keep the board informed of procedures and timelines necessary to follow.

            Commissioners were informed that an application for grant funds from the Land & Water Conservation Fund has been submitted by the City of Howard.  Miner County’s share if received will be $5000 which would support recreational activities within Miner County. 

            A quote from Heartland Glass Company was reviewed.  More quotes will be sought for the replacement of the courthouse basement windows.

            The board reviewed the proposed changes to Miner County Ordinance 93-01 an ordinance establishing a 911 emergency telephone reporting system for Miner County, South Dakota.  Commissioners will hold the 1st reading of Ordinance 12-02 an ordinance amending ordinance 93-01 at its August 21st meeting at 9:25 a.m.

            Deputy Sheriff Rob Eggert met with the board to review the proposed credit card user policy.  A draft policy was presented at the meeting with the suggestion that all departments review the policy and bring any comments, questions and/or concerns to the August 21st meeting.  The commission will consider adoption of the proposed policy at that meeting.
