May 20, 2014

                The Miner County Board of Commissioners met in regular session May 20, 2014, in the Miner County Courthouse.  Members present:  Roger Wentland, Don Bowman, Garrett Gassman, Voni Durant, and Alex Protsch. Absent:  none.   Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.  Motion by Bowman, seconded by Durant and carried to approve the agenda.  The minutes of the May 6th meeting were approved with the correction of crack sealing on the Fedora oil road (Canova oil road was mistakenly stated). 

Director of Equalization Tami Severson joined the meeting.  Motion by Durant, seconded by Protsch and carried to approve the Miner County Parcel Mapping Contract with First District of Local Governments GIS-GPS/Mapping Division.  Total cost for GIS data development is $35,000.  This amount will be billed in three installments of $11,666.67 over the next three years. 

DOE Severson informed the board that Darcy Albert has been hired to fill the equalization clerk position and will begin employment on May 28th. 

Motion by Gassman, seconded by Bowman and carried to enter into the agreement with Ulteig Engineers for construction engineering services for the courthouse parking lot project.

Motion by Bowman, seconded by Durant and carried to authorize the chairman to sign the courthouse parking lot construction contract with Robert Johnson Construction, Inc.  This contract was awarded at the April 22nd meeting. 

A hearing was held as advertised to consider issuance of malt beverage licenses to operate outside of a municipality for the 2014-2015 licensing period.  It was moved by Protsch, seconded by Gassman, and carried to approve the retail on-off sale malt beverage license applications of Harm’s Oil Co. (Jake’s) for Tract A of Bessman’s First Addition NW ¼ Section 12-106-55 Clearwater Township, and Sandy Scheuren (Coonhunter Inn) for Lot 1 of Lot 3 SW ¼ Section 34-105-57, Rock Creek Township.

Treasurer Debbie Eggert presented various properties that are now eligible for tax deed proceedings.  Eggert will start the process on these properties and provide updates to the commission.

RESOLUTION 14-12

WHEREAS, Resolution 14-11 declared a fire danger emergency and banned open burning in the rural areas of Miner County, and

WHEREAS, recent rains have lessened the fire danger emergency,

NOW THEREFORE BE IT RESOLVED, by the Miner County Board of Commissioners that the ban on open burning pursuant to Resolution 14-11 is hereby rescinded.

Voting aye:  Protsch, Durant, Bowman, Gassman, and Wentland.  Voting nay:  none.  Resolution approved this 20th day of May, 2014.

Motion by Protsch, seconded by Gassman and carried to authorize the auditor to make operating transfers as provided for in 2014 budget from the General Fund as follows: 911 Fund $25,000.

Motion by Durant, seconded by Bowman and carried to declare the Acer 4520 laptop computer from the weed department as surplus and authorize Weed Supervisor Bob Calmus to dispose of the laptop.

Highway Superintendent Ron Krempges reported on progress on the track project, mowing, and other highway matters.

Motion by Durant, seconded by Bowman and carried to enter into executive session to review custodial employment applications. (10:29). Returned to regular session. (11:06). Motion by Durant, seconded by Bowman and carried to offer the 40 hr per week custodial position to Colleen Zobel.  Ms. Zobel will begin employment on June 9, 2014.

Commissioners acknowledged receipt of the following correspondence:  DENR revised phosphorus-based nutrient management plan for Shannon Colony; and Miner County Soil Conservation and NRCS monthly reports.
