The Miner County Board of Commissioners met in regular session on July 18, 2023 in the Miner County Courthouse Commission Room.  Members present:  Alex Protsch, Tom Reisch, Kathy Faber, Joe Bechen, and Mike Clary.  Absent:  none.  Others present for portions of the meeting included Tami Severson, Jessica Charles, Jill Calmus, Brittany Yanish and Rob Eggert.  The flag pledge was recited.  Motion by Faber, seconded by Reisch and carried to approve the agenda as amended.  No Commission report of meetings attended was given.  The minutes of the July 5th meeting were approved.

The board acknowledged receipt of the following correspondence:  Miner County Sheriff June report. 

No persons appeared for Public Comment.

Treasurer Jessica Charles requested the taxes associated with parcel #3181 be abated as she had acquired the property by quit claim deed from the property owner.  It was moved by Faber, seconded by Reisch and carried unanimously to abate the taxes, declare surplus and quit claim deed to the Town of Canova parcel #3181 described as:  Lot Two (2), Block Four (4), Aldrich Addition, Town of Canova, Miner County South Dakota. 

It was moved by Bechen, seconded by Faber and carried unanimously to authorize Chairman Protsch to sign the State of South Dakota Department of Transportation Bridge Improvement Grant Agreement for bridge rehabilitation/replacement for structure number 49-062-020 (project # BRF 6136(00)(23-1 PCN 09H9.

It was moved by Faber and seconded by Clary to adopt the following resolution.

RESOLUTION 23-15

            WHEREAS, Miner County wishes to submit an application for consideration of award for the Bridge Improvement Grant and/or Local Federal Bridge Programs:  49-093-020, 2.3 miles East of Carthage, SD over Rock Creek; and

            WHEREAS, Miner County certifies that the project is listed in the county’s Five-Year County Highway and Bridge Improvement Plan; and

            WHEREAS, Miner County agrees to pay the 20% match on the Bridge Improvement Grant funds and/or 0.0% match on the Local Federal Bridge funds; and

            WHEREAS, Miner County hereby authorizes the Bridge Improvement Grant and Local Federal Bridge application and any required funding commitments;

            NOW THEREFORE BE IT RESOLVED that the South Dakota Department of Transportation be and hereby is requested to accept the attached Bridge Improvement Grant and/or Local Federal Bridge application.

            Voting aye:  Faber, Clary, Bechen, Reisch and Protsch.  Voting nay:  none.  Resolution adopted at Howard SD this 18th day of July 2023.

            It was moved by Reisch and seconded by Bechen to adopt the following resolution.

RESOLUTION 23-16

            BE IT RESOLVED that the Miner County Board of County Commissioners, having adopted and signed a Joint Cooperative Agreement on the 28th day of March, 1972, creating the First Planning and Development District, Model Rural Development Program, do hereby agree to renew their participation in the Joint Cooperative Agreement for FISCAL YEAR 2024 (October 1, 2023-September 30, 2024).  To support the Joint Cooperative Agreement and the activities of the District staff, the Miner County Board of County commissioners will provide $9,692.30 to the First District Association of Local Governments during the aforementioned FISCAL YEAR 2024 period.

            Voting aye: Faber, Clary, Bechen, Reisch and Protsch.  Voting nay:  none.  Resolution adopted this 18th day of July 2023.

            Discussion of the 2024 Provisional Budget took place.  Sheriff Rob Eggert and 4-H Educator Jill Calmus provided explanation of their departments 2024 requests.  The commission instructed the auditor to keep the commissioners’ salaries at the 2023 rates.

            It was moved by Reisch, seconded by Bechen and carried to enter into executive session (SDCL 1-25-2 (1) at 10:33.  The board returned to regular session at 10:46.

            The board resumed review of the 2024 Provisional Budget.  Continued review will take place at the Thursday, August 3rd meeting. 

            Having no further business, the meeting adjourned until August 3rd.  Dated this 18th day of July, 2023.
