The Miner County Board of Commissioners met in regular session December 2, 2014, in the Miner County Courthouse.  Members present:  Roger Wentland, Alex Protsch, Don Bowman, Garrett Gassman and Voni Durant.  Absent:  none.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.  Motion by Durant, seconded by Protsch and carried to approve the agenda as amended.

The minutes of the November 18th meeting were approved.

The Auditor’s account with the County Treasurer showed a November 30, 2014 balance of $4,709,570.63 in all state, county, civil, school, and trust accounts.

Commissioners acknowledged receipt of the following correspondence: Miner County moisture report; request for funding of Hometown Holidays; thank you from the Canova Cowhands 4-H club; SD Office of Emergency Management Hazard Mitigation Grant Program Funding information; US Dept. of Interior Northern Long-Eared Bat consideration as endangered; NRCS & Miner County Soil Conservation October Reports; and SD DENR notice of general surface water drainage permit for non-discharging at interstate rest areas.

Motion by Protsch and seconded by Gassman to adopt the following resolution.

                                                                          RESOLUTION 14-28

WHEREAS, insufficient appropriation was made in the 2014 budget for the following department to discharge just obligation of said appropriation; and

WHEREAS, SDCL 7-21-32.2 provides that transfers may be made by resolution of the board from the contingency appropriation established pursuant to SDCL 7-21-6.1 to other appropriations;

THEREFORE BE IT RESOLVED that the appropriation be transferred from contingency to Welfare $500.  Voting aye:  Protsch, Durant, Gassman, Bowman and Wentland.  Voting nay:  none.  Resolution approved this 2nd day of December 2014.

            Motion by Durant, seconded by Bowman and carried to authorize the auditor to make an automatic supplement to the Emergency Management Fund for homeland security grant funds received, $9712.78.

            Motion by Bowman, seconded by Durant and carried to make an operating transfer from the General Fund to the 911 $30,000 as provided for in the 2014 budget.

            Motion by Durant, seconded by Gassman and carried to enter into the 2015 Minnehaha County -Regional Juvenile Detention contract with secure & non-secure detention at $165 per day at the JDC and $120 per day for non-secure detention at the Volunteers of America, Dakotas facility.

            Motion by Bowman, seconded by Protsch and carried to approve the 2015 Charles Mix County prisoner housing agreement at $50/prisoner/day.

            Commissioners were informed of the preimum increase of 2.2% for the 2015 health insurance renewal.  This is based on selecting the plans that are currently offered by the county for the 2014 year.  Motion by Protsch, seconded by Durant and carried to approve the 2015 renewal proposal offering the same plans as offered in 2014. 

Commissioners reviewed the unused compensatory hours that will be paid out at the end of 2014.  Commissioners also discussed the Emergency Management/Weed Supervisor compensatory time calculations.  Commissioners determined that these compensatory hours will be computed based on the weed hours.

            Commissioners discussed the request for funding for the Hometown Holidays.  Concern to donating to every request was discussed.  No funds are currently available within the recreation fund budget.

            Highway Superintendent Ron Krempges reported on the sale of the CAT motorgrader that was offered for sale on CAT Auctions.  The selling price received was $110,250 with commissions of 8% ($8,820) for a net of $101,430.  Krempges reported that he has completed employee evaluations and would request the following employee level changes.  Motion by Bowman, seconded by Durant and carried to grant level changes effective as of December 1, 2014 as follows:  Terry Carlson from level 7 to level 8 ($16.48/hr); Jeremy Beyer from level 2 to level 3 ($14.90/hr); Diane Rentz from level 7 to level 8 ($29,997/yr).  Krempges also presented a detailed county highway map that will be used by First District of Local Governments’ Miner County Rural Sites Analysis Program.    

              Alex Protsch presented the Interlakes Community Action population statistics report.
