November 17, 2020

The Miner County Board of Commissioners met in regular session November 17, 2020 in the Miner County Courthouse.  Absent: none.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.  Motion by Durant, seconded by Protsch and carried to approve the agenda.

No conflict of interest was declared.  The minutes of the November 5th meeting were approved.

The following correspondence was received:  September & October moisture reports.

No one appeared for public comment.

It was moved by Reisch and seconded by Durant to adopt the following resolution.

RESOLUTION 20-41

WHEREAS insufficient appropriation was made in the 2020 budget for the following department to discharge just obligation of said appropriation; and

WHEREAS SDCL 7-21-32.2 provides that transfers may be made by resolution of the board from the contingency appropriation established pursuant to SDCL 7-21-6.1 to other appropriations;

THEREFORE, BE IT RESOLVED that the appropriation be transferred from contingency to the following departments:  Court Appointed Attorney $3700.00; Ag Building $1400.00. 

Voting aye:  Protsch, Reisch, Gassman, Durant and Wentland.  Voting nay:  none.  Resolution approved this 17th day of November 2020.

Chairman Wentland reviewed the current farm lease.  The lease states the lessee shall provide lessor a complete annual record of all chemical, seed, fertilizer and total yield information on the leased real property.  Lessee shall conduct on an annual basis a soil test showing the level of soil nutrients on the real property and furnish the results to the lessor.  The board requested that the auditor send a reminder to the lessee so this information can be submitted to the board in 2021.

Highway Superintendent Ron Krempges joined the meeting telephonically.  Krempges reviewed the progress on the current bridge project.  He informed the board that penalties will be enforced for any days required after the November 20th deadline.  Krempges made the request for a level increase for Brian Dold.  It was moved by Gassman, seconded by Reisch and carried to increase Brian Dold from Level 1 to Level 2 ($17.38/hr) effective November 22nd.  Krempges also reviewed future equipment purchases, mowing progress and other highway matters.

Having no further business, the meeting adjourned until December 1st.  Dated this 17th day of November, 2020.
