September 25, 2012

            The Miner County Board of Commissioners met in regular session September 25, 2012, in the Miner County Courthouse.  Members present:  Don Bowman, Voni Durant, Pat Maroney, Heath Thompson and Roger Wentland.  Absent:  none.  Chairman Thompson called the meeting to order.  The Pledge of Allegiance was recited.

            Motion by Wentland, seconded by Maroney and carried to approve the agenda as amended.  The minutes of September 4th were approved. 

The Auditor’s account with the County Treasurer showed an August 31, 2012 balance of $3,746,699.75 in all state, county, civil, school, and trust accounts.

            Susan Odden of the Farm Service Agency reviewed drought monitor maps and deadlines for various FSA programs.

            Treasurer Debbie Eggert reported that she has completed the tax deed for the following property.  Motion by Durant, seconded by Bowman and carried to declare the following property as surplus, abate all taxes associated with the property and quit claim deed to the Town of Canova:

            Lot Twenty-nine (29) of Block Thirteen (13) of the Town of Canova, except that part commencing at the Southeast corner of said Lot 29, Block 13, then running due West Thirty feet (W 30’), then due North Fifty Feet (N 50’), then due East Thirty Feet (E 30’), then due South Fifty Feet (S 50’) to the place of beginning, being a tract of land Thirty Feet by Fifty Feet, which is also described as the East Thirty Feet (E 30’) of the South Fifty (S 50’) of Lot Twenty-Nine (29) of Block Thirteen (13) of the Original town of Canova, SD

            Motion by Bowman seconded by Wentland and carried to grant $500 to the Howard’s Fun After School Time program (FAST).

              Commissioners reviewed the estimate from Midwest Glass for the replacement of the courthouse basement windows.  The information will be used in the 2013 budget.

            Emergency Management Director Bob Calmus presented a request from Hansen County concerning a Hanson County drainage permit.  Commissioners responded by stating that the Miner County Commission does not act on drainage issues and does not have a drainage board.  He also reported on the process that will be used when applying for Homeland Security funds within our designated district.  Miner County will be applying for funds to support the purchase and installation of a generator for the highway shop.  

            Commissioners reviewed proposals for auctioneering services to conduct the county’s surplus sale on October 27.  Motion by Wentland, seconded by Durant and carried to contract with Mentele Auction Service for the surplus sale. 

It was moved by Maroney, seconded by Durant  that certain county equipment be declared no longer necessary, useful or suitable for the purpose for which it was acquired and that said property be sold or disposed of, as follows:   HP computer Pentium 3G, HP Model DC5000, VSN Protech computer, Gateway 200 ARC laptop computer, computer monitors, HP 2015 Laser Jet printer, HP Laserjet P3005dn, HP Dot Matrix LQ2180 printer, 1997 FiatAllis wheel loader, 1980 John Deere backhoe, 1988 Mack dump truck, 1995 Ford F250 pickup, 50000 gal. stainless steel tank, 12’ Swenson slide in v-box sander, Gateway computer, Toshiba 3550 copier and other uninventoried property as the department heads deem it advisable to dispose of. 

Zoning Administrator Kay Hageman presented the following plats for consideration.

Motion by Bowman and seconded by Maroney to adopt the following resolution.

RESOLUTION 12-19

BE IT RESOLVED that the plat described as TRACT 1 OF BEERS ADDITION IN THE NORTHEAST QUARTER (NE ¼) OF SECTION TWENTY-ONE (21), TOWNSHIP ONE HUNDRED SEVEN (107) NORTH, RANGE FIFTY-SIX (56) WEST OF THE 5TH P.M. IN MINER COUNTY, SOUTH DAKOTA, be approved and accepted by the Board of County Commissioners at its meeting of September 25, 2012 and the county Auditor is hereby instructed to endorse on such plat a copy of this resolution and to certify the same.  Voting aye:  Maroney, Bowman, Durant, Wentland and Thompson.  Voting nay:  none.  Resolution adopted this 25th of September, 2012.

RESOLUTION 12-20

            BE IT RESOLVED by the Board of County Commissioners of Miner County, South Dakota, that the plat of M. GASSMAN TRACT 1 IN THE NE ¼ AND THE NW ¼ OF SECTION 25, T 105 N, R 57 W OF THE 5TH P.M., MINER COUNTY, SOUTH DAKOTA, which has been submitted for examination pursuant to law, is hereby approved and the County Auditor is hereby authorized and directed to endorse on such plat a copy of this Resolution and certify the same.  Voting aye:  Maroney, Bowman, Durant, Wentland and Thompson.  Voting nay:  none.  Resolution adopted this 25th of September, 2012.

            Gibi Page reported that the SD Department of Health has requested that Barb Esser, Miner County CHN assist in Beadle County’s health office.  Flu shots will be available for county employees starting this week. 

            Register of Deeds Karla Neises reported on the possibility of the county receiving property via a quit claim deed.  Commissioners instructed Neises to work with State’s Attorney Greg Protsch if the deed is presented to her office.

The 2013 proposed budget for Miner County was thoroughly reviewed.  Commissioner Thompson expressed concern as to the amount of reserve dollars that were needed to fund the proposed budget.  The commission examined each department’s requests and determined that budget cuts must be made.  A revised budget will be presented for adoption at the special meeting September 28th at 9:00 a.m.  

            Highway Superintendent Ron Krempges discussed areas in which the Road & Bridge budget could be reduced.  Those items taken out include chip sealing 11 miles from SD Hwy 34 south to county line $202,070; a new motor grader to replace patrol 1 $280,000; bridge contractor services $40,000; and surplus property $20,000.  He also reviewed the upcoming surplus auction, gravel crushing, bridge repair and mowing.
