January 20, 2015

 

                The Miner County Board of Commissioners met in regular session January 20, 2015, in the Miner County Courthouse.  Members present:  Alex Protsch, Tom Reisch, Voni Durant, Garrett Gassman and Roger Wentland.  Absent:  none.  Chairman Wentland called the meeting to order.

The minutes of the January 6th were amended and approved with the following changes:  salaries for Cora Schwader $28,274 and Greg Protsch $44,079.                                  

                The Auditor’s account with the County Treasurer showed a December 31, 2014 balance of $4,196,052.88 in all state, county, civil, school, and trust accounts.

Commissioners acknowledge receipt of the following correspondence:  ACLU request for information concerning public defender budget; State’s Attorney’s response to the ACLU request; and SDRS 2015 Election notice for a county commissioner representative to the SDRS Board of Trustees.

Personal leave vs. sick leave as defined in the Miner County Personnel handbook was reviewed.  Motion by Reisch seconded by Gassman and carried to update the explanation of personal leave and to add:  for extenuating circumstances, the Commissioners may grant an employee additional personal leave hours above and beyond the allotted 40 hours per calendar year. 

Community Health Nurse Barb Esser presented her quarterly CHN report.

Miner County will host the quarterly meeting of the Southeast Central District of County Commissioners, County Officials, Highway Superintendents, Highway Bookkeepers, and Directors of Equalization.  This meeting will be held on February 12, 2015.  Treasurer Debbie Eggert informed the commission as to plans that have been made for the event.  The opening meeting will be held at 1:15 at the Howard Hotel and Convention Center restaurant area.  

Highway superintendent Ron Krempges was not present for the meeting but made a request to approve the crack sealing bid as advertised and awarded by the City of Watertown.  Commissioners will consider this at their next meeting as this item was not on the agenda.

Custodian Colleen Zobel reviewed the loss prevention report issued by The Hartford Steam Boiler Inspection and Insurance Co.  Items that were listed on the report have been addressed and corrected.  Zobel also requested to enroll in a boiler operations workshop when it is offered in Mitchell.  Commissioners encouraged her to attend this workshop.

Commissioners were made aware of a pending insurance claim with one of the sheriff’s vehicles.  This accident has been reported to Claims Associates.   

Due to the transition of performance for administration, marketing and member services of the South Dakota Public Assurance Alliance from Hagen Benefits to “in-house” with SDPAA staff it is necessary that a new Intergovernmental Contract be adopted by the Miner County Board of Commissioners.  Motion by Durant, seconded by Protsch and carried to authorize the chairman to sign the Intergovernmental Contract with the South Dakota Public Assurance Alliance.
