The Miner County Board of Commissioners met in regular session August 6, 2019 in the Miner County Courthouse.  Members present:  Roger Wentland, Tom Reisch, and Alex Protsch.  Absent:  Garrett Gassman and Voni Durant.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.  Motion by Reisch, seconded by Protsch and carried to approve the agenda.  The minutes of the July 16th meeting were approved.  No one appeared for Public Comment. 

The auditor’s account with the county treasurer showed an August 1, 2019 balance of $6,873,180.33 in all state, county, civil, school and trust accounts.

Emergency Management Director reported on issues with the county owned tower.  Repair is needed to replace the strobe light.  This tower needs to be inspected before VICOR can climb the tower to make the repairs.  Terwilliger will make notification to surrounding airports concerning the strobe light being out. 

Terwilliger presented the resolution approving the Pre-Disaster Mitigation Plan.  It was moved by Reisch and seconded by Protsch to approve the following resolution.

RESOLUTION 19-18

MINER COUNTY COMMISSION

Resolution Adopting the Miner County Pre-Disaster Mitigation Plan 2019-2024

            WHEREAS, Miner County received assistance in the preparation of the Miner County Pre-Disaster Mitigation Plan 2019-2024 from representatives of Miner County and received funding from the South Dakota Office of Emergency Management / FEMA; and

            WHEREAS, several public planning meetings were held between September 2018 and February of 2019 regarding the development and review of the Miner County Pre-Disaster Mitigation Plan 2019-2024; and

            WHEREAS, the Miner County Pre-Disaster Mitigation Plan 2019-2024 contains several potential future projects to mitigate hazard damage in Miner County; and

            WHEREAS, the Federal Emergency Management Agency (FEMA) has rendered its approval of the Miner County Pre-Disaster Mitigation Plan on April 24, 2019; and

            WHEREAS, a duly-noticed public hearing was held by the Miner County Pre-Disaster Mitigation Team on February 13, 2019 to solicit public comment on the Miner County Pre-Disaster Mitigation Plan 2019-2024; and

            WHEREAS, a duly-noticed public meeting was held by the Miner County Commission on August 6th, 2019 to formally approve and adopt the final Miner County Pre-Disaster Mitigation Plan 2019-2024.

            NOW, THEREFORE BE IT RESOLVED that the Miner County Commission adopts the Miner County Pre-Disaster Mitigation Plan 2019-2024.

            Adopted and signed this 6th day of August, 2019.

            The board addressed the complaint from James Stainbrook.  After reviewing additional correspondence from Miner County Deputy State’s Attorney and the SD Attorney General’s office, the board feels due process has been done and no further action will be taken by the commission.

            Auditor Connor presented the updated 2020 Provisional Budget for the commissioners’ review.  The budget will be published prior to the Provisional Budget Hearing to be held on September 3rd. 

            The meeting moved to the first floor of the Miner County Courthouse to conduct the advertised public auction of the surplus tin.  Steve Litterick’s bid of $2/sheet ($368) was accepted.

            Vermillion Township officials did not attend the scheduled meeting to discuss county assistance for culvert replacement.

            Highway Superintendent Ron Krempges joined the meeting to report on highway activities including: asphalt patching, Kingsbury County work, equipment repairs, extended warranty inspection of motor grader, culvert information requested by engineer preparing study for Lake Thompson, and other highway matters.

            The board adjourned as a Board of Commissioners and reconvened as a Planning Commission.  Todd Kays of First District of Local Governments continued his review of the current Miner County Zoning Ordinance. 

            The board adjourned as a Planning Commission and reconvened as a Board of Commissioners.

            Ambulance Manager Cora Schwader and ambulance board member Gibi Page joined the meeting to discuss ambulance staffing issues.  Schwader provided a suggested increase in volunteer ambulance pay.  The ambulance board is making this request as volunteer ambulance pay has not been adjusted since 2007.  It is the hope of the ambulance board that increasing pay will encourage those volunteers to commit to more on call hours.  The following is the suggested increase for on call and drop & run:

            Weekdays $24/12-hour shift to $48/12-hour shift

            Weekends $39/ 12-hour shift to $78/12-hour shift

            Drop & Run EMTs & Drivers $20/run to $40/run

            It was moved by Protsch, seconded by Reisch to approve the increase as requested by the ambulance board retroactive to July 1st ambulance shifts.

It was moved by Reisch, seconded by Protsch and carried to go into executive session at 11:49.  The board returned to regular session at 12:01.

Having no further business, the meeting adjourned until August 20th.  Dated this 6th day of August, 2019.
