October 2, 2012

            The Miner County Board of Commissioners met in regular session October 4, 2011, in the Miner County Courthouse.  Members present:  Heath Thompson, Voni Durant, Don Bowman, Pat Maroney and Roger Wentland.  Absent:  none.  Chairman Thompson called the meeting to order.  The Pledge of Allegiance was recited. 

            Motion by Durant, seconded by Wentland and carried to approve the agenda as amended.  The Auditor’s account with the County Treasurer showed a September 30, 2012 balance of $3,258,292.75 in all state, county, civil, school, and trust accounts.

            Motion by Maroney, seconded by Bowman and carried to authorize the auditor to make an operating transfer as provided for in the 2012 budget from the general fund to the dispatch fund $20,000.  

            John Esser approached the commission concerning Lot 1 Block 12, Howard City, Farmers Addition.    Josh Esser is interested in purchasing the property but through the title search has found liens filed by the county.  The process for applying for a release of lien was explained to Esser.   

            States Attorney Greg Protsch reported on quit claim deeds received from Paul Horn conveying the ownership of property located in the Town of Canova to the county.  Due to the liens recorded against these properties a motion was made by Maroney, seconded by Wentland and carried to deny the request of Paul Horn to convey said property to the County of Miner.

            Highway Superintendent Ron Krempges reported on the progress of preparing for the surplus sale to be held on October 27th.  He reviewed the process for deleting the 2014 asphalt overlay from the STIP program.  Miner County will be billed for any work that has been completed in preparation of the project.  Motion by Durant and seconded by Wentland to adopt the following resolution. 

 

RESOLUTION 12-24

            WHEREAS, MINER COUNTY wishes to delete the referenced project from the Statewide Transportation Improvement Program (STIP):

            LOCATION AND LENGTH (PROJECT NUMBER & PCN IF AVAILABLE):

            P 6242(15), PCN 03QA

            From 435 Ave. at Canova, W 8 mi on 242 St. (Co. Rd #22) to SD25

            Asphalt Overlay (Total = $1,488: STP/Match Available in 2014 = $0.884; Local Funds = $0.604)

            NOW THEREFORE BE IT RESOLVED that the South Dakota Department of Transportation be and hereby is authorized and requested to withdraw from the STIP that project described above.

            Voting aye:  Bowman, Wentland, Maroney, Durant and Thompson.  Voting nay:  none.  Dated this 2nd day of October, 2012.

            Culvert replacement in Belleview Township Section 22 & 23 was completed.  The SD Dept. of Water and Natural Resources questioned the elevation of the replacement of the culverts.  Krempges reported that the culverts were replaced with the same size and at the same elevation as the original culverts.  Equipment rental and other road matters were also covered.
