April 20, 2021

            The Miner County Board of Commissioners met in regular session April 20, 2021 in the Miner County 4-H Exhibit Hall.  Members present:  Alex Protsch, Garrett Gassman, Tom Reisch, Roger Wentland and Kathy Faber.  Absent:  none.  The flag pledge was recited.  Others in attendance were Tami Severson, Gibi Page and Jessica Charles.  Motion by Faber, seconded by Gassman and carried to approve the agenda. 

            The minutes of the March 31st and April 13th meetings were approved. 

            No person appeared for public comment. 

            The following correspondence was received:  Miner Conservation District January Minutes & Treasurer’s Reports. 

            It was moved by Wentland, seconded by Faber and carried to approve the flowing claims for payment:  SD Office of Child & Family Services $3,269.50 COUNTY NURSE PAYMENT; SDACC $77.45, Lammers, Kleibacker & Dawson $924.85 COURT APPOINTED ATTORNEY; Northwestern Energy $52.48 GAS SERVICE; Avera McKennan $6,291.63 POOR RELIEF; Avera Occupational Medicine $274.00 PREEMPLOYMENT SCREENING; Miner Co Historical Society $2,000.00 RENT; S&S Contracting $320.29, Ultra $2,931.80 REPAIRS; Lyle Signs $458.20 ROAD MATERIALS; Grainger $86.93, John Deere Financial $306.64, Karla Neises $42.59, Sturdevant’s $47.80, Ultra $1,920.06 SUPPLIES; Kathy Faber $67.20, Garrett Gassman $26.46 TRAVEL.

            Information was reviewed on President Biden’s Executive Order on tackling the climate crisis at home & abroad which includes many things including the 30 X 30 land grab and Sec 205 Federal Clean Electricity and Vehicle Procurement Strategy.

            Welfare Director Gibi Page presented the following case for consideration.  Motion by Wentland, seconded by Gassman and carried unanimously to approve payment to Avera McKennan ($6,291.63) for Poor Relief Case 2021-02.

            The board was informed that the asbestos removal at the courthouse has been completed. 

    Treasurer Jessica Charles reviewed properties available for tax deed and asked the commission for direction on which properties to proceed with tax deed. 

    Miner County Soil Conservation Manager Tami Moore reviewed the annual report of the district which included financial reports, grants received, activities, equipment rental, and grass & tree planting.  Moore also requested that a notice be placed in the paper informing landowners of tree setback requirements. 

    Highway Superintendent Ron Krempges presented the SD Dept. of Transportation agreement for the striping and continuing maintenance of county roads within Miner County.  It was moved by Reisch, seconded by Gassman and carried unanimously to approve the agreement and authorize the chairman, Alex Protsch, to sign the agreement.

    Krempges informed the board of the extended warranty that will be available through Butler Cat on the 2013 CAT motor grader.  He also reviewed HB 1259 that was passed in the 2021 SD legislative session.  HB 1259 created a Rural Access Infrastructure Fund for local entities.  More information will be forthcoming.   

    Jim Weber of Puetz Design + Build joined the meeting to analyze the courthouse renovation bids that were opened on Thursday, April 15th.  Seven separate bid packages:  general construction; roofing; joint sealants; painting; plumbing; HVAC; electrical along with an alternate to buildout the basement community room were considered.  It was moved by Wentland and seconded by Reisch to accept the bid analysis dated 4-15-21 (which is available for public inspection at the auditor’s office) for the courthouse renovation totaling $1,605,186.82.  Voting aye:  Wentland, Reisch, Faber, Gassman and Protsch.  Motion carried.

    Weber stated the approximate start date will be May 10th.  Weekly construction meetings will be held throughout the construction project.
