October 15, 2013

The Miner County Board of Commissioners met in regular session October 15, 2013, in the Miner County Courthouse.  Members present:  Don Bowman, Voni Durant, Pat Maroney, Alex Protsch and Roger Wentland.  Absent:  none.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited. 

The Auditor’s account with the County Treasurer showed an October 31, 2013 balance of $3,768,781.71 in all state, county, civil, school, and trust accounts.

RESOLUTION 13-26

WHEREAS, insufficient appropriation was made in the 2013 adopted budget for the following departments to discharge just obligations of said appropriations; and

WHEREAS, SDCL 7-21-32.2 provides that transfers may be made by resolution of the board from the contingency appropriation established pursuant to SDCL 7-21-6.1 to other appropriations;

THEREFORE, BE IT RESOLVED that the appropriation be transferred from contingency as follows:  Welfare $1200.00, WIC $500.00 and Jail $5000.00.

Voting aye:  Protsch, Maroney, Bowman, Durant and Wentland.  Voting nay:  none.  

            Resolution approved this 15th day of October, 2013.

            Zoning Administrator Tami Severson presented the following plats for consideration.

            Motion by Maroney, seconded by Protsch to approve the following resolutions.

RESOLUTION 13-27

            BE IT RESOLVED by the Board of County Commissioners of Miner County, South Dakota, that the plat of T.A. WHITSEL TRACTS 1 AND 2 IN THE NW ¼ OF SECTION 2, T 106 N, R 58 W, OF THE 5TH P.M., MINER COUNTY, SOUTH DAKOTA, which has been submitted for examination pursuant to law, is hereby approved and the County Auditor is hereby authorized and directed to endorse on such plat a copy of this Resolution and certify the same.

            Voting aye:  Bowman, Durant, Maroney, Protsch, and Wentland.  Voting nay:  none.  Resolution approved this 15th day of October, 2013.

The total unreserved, unassigned fund balance of the General Fund as of September 30, 2013 is $1,002,262.80 which represents a 35.55% unassigned fund balance percentage based on 2014 total General Fund budget.

            Motion by Durant, seconded by Bowman and carried to enter into executive session (SDCL 1-25-2 (1) at 9:28.  Returned to regular session at 9:33.

            Sheriff Lanny Klinkhammer presented his quarterly sheriff’s report.  Klinkhammer informed the board that Miner County is currently researching a possible agreement with Lake County to utilize “cloud” technology to become compliant with the 2 dispatcher rule set by the 911 Coordination Board.  He also stated that with the passage of SB70 during last year’s legislative session counties will incur additional costs when alcohol and drug treatment is added to sentences through the court system. 

            Highway Superintendent Ron Krempges reported on culvert replacements, round bale removal and other road matters.
