            The Miner County Board of Commissioners met in regular session February 5, 2019 in the Miner County Courthouse.  Members present:  Roger Wentland, Garrett Gassman, Tom Reisch, Voni Durant and Alex Protsch.  Absent:  none.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.  Motion by Durant, seconded by Gassman and carried to approve the agenda.  The minutes of the January 15th meeting were approved.  No one appeared for Public Comment.

 

            The auditor’s account with the county treasurer showed a January 31, 2019 balance of $6,346,455.33 in all state, county, civil, school and trust accounts.

 

            The following correspondence was received:  Miner County Conservation & NRCS November reports; East Dakota WDD January minutes; Miner County Sheriff & Dispatch Oct.-Dec. 2018 reports; Vermillion Basin WDD legislative report.

            It was moved by Durant, seconded by Reisch and carried to approve the Charles Mix County 2019 Prisoner Housing Agreement.

 

            Severson presented the following applications for abatement of taxes.  Severson explained the application of Dave Dawson was due to the value of the building not being deleted after the building had been removed from the property.

 

            t was moved by Protsch, seconded by Durant and carried to approve the abatement application of Dave Dawson for the SE4 E 139.3’ of N 110’of W 293.6’ of Lt5 of Lt15 & SE4 S. 107.6’ of W 293.6’ of Lt5 of Lt15 of the recorded plat of Lt6 of Lt15 & Lt5, Lt 15 (tax abated $2607.77)

 

            It was moved by Gassman, seconded by Reisch and carried to approve the abatement application of John & Brenda Reisch for SE4 exc E553.74’ of N 1180.08’ & exc Lot 1 of Jardin434’s Addition 10-106-56 STR 10-106-56. (tax abated $1,623.43) due to an error in the Director of Equalization’s office in entering the valuation thereof.

 

            It was moved by Durant, seconded by Gassman and carried to approve the request from Wilbur-Ellis Air, LLC to operate, take off, or land an aircraft (associated with the aerial application of chemical or fertilizer materials) on any county road  in Miner County which is authorized through SDCL 50-2-2.1.

 

            Miner County Coroner Terry Lee joined the meeting to submit his letter of resignation to the commission.  It was moved by Reisch, seconded by Protsch and carried to accept Lee’s resignation effective February 28th.  The board wished Lee the best in his retirement and thanked him for his many years of service to Miner County and its residents. 

 

            The board discussed a replacement for Lee.  Currently, Alex Nurnberg serves as Miner County Deputy Coroner.  Nurnberg is the owner of Willoughby Funeral Home and could provide all the services needed as coroner.  It was moved by Durant, seconded by Gassman and carried to appoint Alex Nurnberg as Miner County Coroner effective March 1, 2019.

 

            Treasurer Pat Carmon informed the commission on the process for receiving bids for interest on certificates of deposit.

 

            Highway Superintendent Ron Krempges reviewed the quote received from Northern Truck Equip. Corp. for a STE end dump pup trailer.  It was moved by Durant, seconded by Protsch and carried to purchase the end dump pup trailer from Northern Truck Equipment at the cost of $47,193.

 

            Krempges also reviewed truck repairs and bridge inspections.  An additional 4 bridges will require a lower weight restriction due to the inspections.  The 2019 Freightliner truck hitch is in need of repair.  It is currently being analyzed and repaired at Custom Truck Equipment who originally installed the box and hitch.

It was moved by Protsch, seconded by Gassman and carried to enter into executive session (SDCL 1-25-2 (1)) at 10:38.  Returned to regular session at 11:24.

 

            The meeting adjourned to February 8th (special meeting).  Dated this 5th day of February, 2019.
