November 3, 2015

 

The Miner County Board of Commissioners met in regular session November 3, 2015, in the Miner County Courthouse.  Members present:  Roger Wentland, Tom Reisch, Garrett Gassman, Voni Durant and Alex Protsch.  Absent: none.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.  Motion by Protsch, seconded by Durant and carried to approve the agenda as amended. 

                The auditor’s account with the county treasurer showed an October 31, 2015 balance of $6,655,012.14 in all state, county, civil, school and trust accounts.

                The board acknowledged receipt of the following correspondence:  Miner County Emergency Management report. 

                It was moved by Durant, seconded by Gassman and carried unanimously to authorize the auditor to make an automatic supplement $2542.64 to the sheriff’s budget for grant funds received. 

                It was moved by Gassman, seconded by Reisch and carried unanimously to declare the following tax deed property as surplus and transfer ownership to the City of Howard.

                Howard City acre property, Lot Four (4) of replat of Lots Seven (7) and Eight (8) of the Southeast Quarter (SE1/4) of Section Three (3), Township One Hundred Six (106) North, Range Fifty-six (56), West of the 5th P.M., Miner County, South Dakota.

It was moved by Reisch and seconded by Gassman to adopt the following resolution.

 

RESOLUTION 15-27

 

WHEREAS, insufficient appropriation was made in the 2015 adopted budget for WIC to discharge just obligations of said appropriation; and

                WHEREAS, SDCL 7-21-32.2 provides that transfers may be made by resolution of the board from the contingency appropriation established pursuant to SDCL 7-21-6.1 to other appropriations;

                THEREFORE, BE IT RESOLVED that appropriation of $600 be transferred from contingency to WIC.

                Voting aye: Reisch, Durant, Gassman, Protsch and Wentland.  Voting nay: none. Resolution approved.

                Director of Equalization Tami Severson presented the following plat for consideration.  It was moved by Protsch and seconded by Gassman that the following Resolution be approved. 

 

RESOLUTION 15-28

 

                BE IT RESOLVED by the Board of County Commissioners of Miner County, South Dakota, that the plat of LOTS 1A, 2A and 3A of SCHWADER’S ADDITION IN THE SW ¼ OF SECTION 1, T 107 N, R 56 W OF THE 5TH P.M., MINER COUNTY, SOUTH DAKOTA, which has been submitted for examination pursuant to law, is hereby approved and the County Auditor is hereby authorized and directed to endorse on such plat a copy of this Resolution and certify the same.

                Voting aye:  Durant, Protsch, Reisch, Gassman and Wentland.  Voting nay:  none.  Resolution adopted this 3rd day of November 2015.

                The board reviewed the estimate ($3600) from Heinemann Restoration of Dell Rapids to remove grout ¾” deep on control joints on upper stone cap of the entire courthouse building and where capstone meets stone ledge and to install backerod and sealant.  It was moved by Reisch, seconded by Durant and unanimously carried to approve the estimate and direct Heinemann Restoration to begin the repairs.  Further repair work will be reviewed and considered at a future commission meeting. 

                Highway Superintendent Ron Krempges reported on completion of the Miner County Highway 5 year Road & Bridge plan.  The public meeting to review the plan has been set for November 17th at 11:00 until 12:00 in the Commission Room of the Miner County Courthouse.  Other highway matters were also discussed.
