December 3, 2013

                The Miner County Board of Commissioners met in regular session December 3, 2013, in the Miner County Courthouse.  Members present:  Don Bowman, Voni Durant, Pat Maroney, and Roger Wentland.  Absent:  , Alex Protsch.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.

                Motion by Durant, seconded by Bowman and carried to approve the agenda as amended.

The Auditor’s account with the County Treasurer showed a November 30, 2013 balance of $4,667,401.87 in all state, county, civil, school, and trust accounts

Due to the SD Governor granting administrative leave to state employees on Christmas Eve, the commission will grant leave to county employees for the entire day December 24th. 

Commissioners reviewed proposed insurance coverage for Data Compromise Coverage and Identity Recovery Coverage. Further information will be sought from SDPAA and Miner Insurance Agency concerning this type of coverage. 

Motion by Bowman, seconded by Durant and carried to enter into the 2014 Davison County Jail Contract for housing prisoners at the cost of $86/day.

Commissioner Protsch joined the meeting.

The NACo Health Discount Program information was reviewed by the commission.  The board instructed Auditor Susan Connor to fill out the required paperwork to make this program accessible for Miner County residents.

Motion by Durant, seconded by Protsch and carried to approve the 2014 contract for Community Health Services with the SD Dept. of Health.

Commissioners were informed that it will be necessary to adopt a supplemental budget for several departments.  Notice of intention to adopt a supplemental budget (SDCL 7-21-22) will be posted with details of proposed supplemental budget 10 days prior to adoption.

Motion by Maroney and seconded by Durant to adopt the following resolution.

RESOLUTION 13-30

WHEREAS, insufficient appropriation was made in the 2013 budget for the following departments to discharge just obligation of said appropriation; and

WHEREAS, SDCL 7-21-32.2 provides that transfers may be made by resolution of the board from the contingency appropriation established pursuant to SDCL 7-21-6.1 to other appropriations;

THEREFORE BE IT RESOLVED that the appropriation be transferred from contingency ($6,695) to Mental Illness Board Expense $200, Court Appointed Attorneys $165, Jail $860, Weed $70, Commissioners $1400, General Govt. Building $4000 .

Voting aye:  Protsch, Maroney, Bowman and Wentland.  Voting nay:  none.  Resolution approved this 3rd day of December 2013.

Sherri Matthews of Wellmark Blue Cross explained the changes associated with Health Care Reform Act and how those changes will affect the cost and coverage of health insurance for county employees.  After review of the plans offered it was moved by Maroney, seconded by Durant and carried to offer Package B to county employees.
