The Miner County Board of Commissioners met in regular session November 19, 2013, in the Miner County Courthouse.  Members present:  Don Bowman, Pat Maroney, Alex Protsch and Roger Wentland.  Absent:  Voni Durant.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.

Motion by Maroney, seconded by Bowman and carried to approve the agenda as amended.

Commissioners acknowledged the receipt of correspondence from the South Dakota Dept. of Environment and Natural Resources concerning the Shannon Colony proposed dairy manure management system plan and specifications review.

RESOLUTION 13-29

WHEREAS, insufficient appropriation was made in the 2013 budget for the following departments to discharge just obligation of said appropriation; and

WHEREAS, SDCL 7-21-32.2 provides that transfers may be made by resolution of the board from the contingency appropriation established pursuant to SDCL 7-21-6.1 to other appropriations;

THEREFORE BE IT RESOLVED that the appropriation be transferred from contingency ($10,510) to Mental Health Hearing Expense $110, Court Appointed Attorneys $6000, Jail $3000, Weed $1400.

Voting aye:  Protsch, Maroney, Bowman and Wentland.  Voting nay:  none.  Resolution approved this 19th day of November 2013.

Emergency Management Director Bob Calmus requested appointments be made to a committee being formed to discuss fire protection services within the county.  The board appointed commissioners Alex Protsch and Don Bowman to serve on the committee.

Community Health Nurse Barb Esser and Amanda Ainslie of the SD Dept. of Health Family Planning  joined the meeting.  Ms. Esser presented the CHN quarterly report. 

Motion by Maroney, seconded by Bowman and carried to enter into executive session (9:50) SDCL 1-25-2 (1).  Returned to regular session at 10:00.

Highway Superintendent Ron Krempges reported on mowing, signing projects, gravel hauling and other road matters. 

Motion by Protsch, seconded by Bowman and carried to enter into executive session (10:44) SDCL 1-25-2 (1).  Returned to regular session 10:54. 

Maria Feldhaus 4-H Youth Advisor presented her quarterly report to the commission.  Commissioners instructed her to advertise for a part-time clerical support person to replace Jen Harrington who has resigned her position.
