The Miner County Board of Commissioners met in special session, December 29, 2014, in the Miner County Courthouse.  Members present:  Garrett Gassman, Alex Protsch, Don Bowman and Roger Wentland.  Absent:  Voni Durant.  Chairman Wentland called the meeting to order.

                Motion by Bowman, seconded by Gassman and carried to approve the agenda.  The minutes of the December 16th meeting were approved. 

Motion by Protsch and seconded by Bowman to adopt the following resolution.

RESOLUTION 14-29

                WHEREAS, insufficient appropriation was made in the 2014 budget for the following departments to discharge just obligation of said appropriation; and

                WHEREAS, SDCL 7-21-32.2 provides that transfers may be made by resolution of the board from the contingency appropriation established pursuant to SDCL 7-21-6.1 to other appropriations;

                THEREFORE BE IT RESOLVED that the appropriation be transferred from contingency to the following departments:  Director of Equalization $13016.05; Jail $130; Vet Service Officer $66.37 Emergency Management $2470.22; Court Appointed Attorney $1685.48; Mental Illness $25.05.  Voting aye:  Protsch, Gassman, Bowman and Wentland.  Voting nay:  none.  Resolution approved this 29th day of December 2014.

                Motion by Protsch, seconded by Bowman and carried to authorize the auditor to make operating transfers as provided for in the 2014 budget as follows:  Road & Bridge, $244,704; 911 fund, $18,940; and Emergency Management, $10,000. 

                Motion by Bowman and seconded by Gassman to adopt the following resolution.

RESOLUTION 14-30

                WHEREAS, SDCL 7-21-51 allows the board of commissioners to authorize the accumulation of funds for a period longer than one year for capital outlay purposes;

                THEREFORE, BE IT RESOLVED that the Miner County Board of Commissioners set forth funds from the General Fund for capital outlay accumulation as follows:  $120,000 for 2018 chip sealing; $100,000 for the purchase of a motorgrader in 2020; and $180,000 for asphalt overlay project in 2022.

                Voting aye:  Gassman, Protsch, Bowman and Wentland.  Voting nay:  none.  Resolution adopted this 29th day of December 2014.

                Commissioner chair Wentland turned the meeting over to vice-chairman Protsch.  The following quote per gallon (excluding non-applicable or refunded tax) based on a constant markup escalator clause was received for fuel for the period of January 1, 2015, through December 31, 2015:  Howard Farmers Coop Association $2.20 unleaded, $1.99 unleaded with ethanol, $3.14 clear #1, $2.48 clear #2, $2.97 dyed #1, $2.24 dyed #2, $2.99 dyed #1 at Carthage shop, $2.26 dyed #2 at Carthage shop.  It was moved by Gassman, seconded by Bowman, and carried (Wentland abstained) to award the purchase of fuel for the period from January 1 to December 31 to Howard Farmers Coop Association with the price being adjusted according the rack prices as of January 1, 2015.

                Commissioners entered (9:36) into executive session (SDCL 1-25-2 (1)) to complete the evaluation of 4-H Youth Advisor, Maria Feldhaus.  The board returned to regular session at 9:45.
