The Miner County Board of Commissioners met in regular session April 3, 2018 in the Miner County Courthouse.  Members present:  Roger Wentland, Garrett Gassman, Voni Durant, and Alex Protsch.  Absent: Tom Reisch.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.  Motion by Protsch, seconded by Durant and carried to approve the agenda.

 

The minutes of the March 20th meeting were approved.

 

The auditor’s account with the county treasurer showed a March 31, 2018 balance of $6,312,836.92 in all state, county, civil, school and trust accounts.

Sale methods for the 2006 Ford Ambulance were briefly discussed.  This topic shall be placed on the April 17th meeting.

 

It was moved by Protsch, seconded by Gassman and carried to approve the request of Wilbur Ellis Air, LLC to permit the landing of aircraft on Miner County highways as authorized in SDCL 50-2-2.1 with Wilbur Ellis assuming all liability when using said roads.

 

The bid opening for the 2018 mowing and trimming of the Miner County 4-H grounds was held as advertised.  The following bids received reflect a per time basis:  Nick Kramer & John Eulberg $295.00; Todd Spader $190.00.  It was moved by Durant, seconded by Gassman to enter into a contract with Todd Spader for the mowing of the 4-H grounds $190.00/mowing & trimming. Voting aye:  Gassman, Durant, Protsch, and Wentland.  Voting nay:  none.

 

RESOLUTION 18-09

 

            WHEREAS, SDCL 10-22 requires the Board of Commissioners to examine the Delinquent Buildings on Leased Site, and

 

            WHEREAS, the County Treasurer has presented said Building on Leased Site Delinquent Tax List, and the same has been examined pursuant to law, and

 

            WHEREAS, a distress warrant has been issued and returned unsatisfied and it appears that the following listed taxes are presently uncollectible.

 

            NOW THEREFORE BE IT RESOLVED by the Board of Miner County Commissioners that the following listed taxes are presently declared uncollectible within the meaning of SDCL 10-22-30.

Highway Superintendent informed the board of repairs that need to be made to the 2008 Chevy pickup.  A new pickup to replace the superintendent’s 2012 Dodge Ram is included in the 2018 budget.  The board instructed Krempges to proceed with the purchase of the pickup included in the 2018 budget and to proceed with the repairs on the 2008 pickup.  Other highway matters were also discussed.

 

The board recessed as a board of commissioners and reconvened as a planning & zoning commission.  David Hattervig from the City of Carthage made a request for revising the zoning ordinance set back requirements for CAFO’s in proximity to municipalities.  Hattervig said they would like to see setbacks updated to 5 miles but more likely 3 miles.  The process for updating the zoning ordinance was briefly discussed.  Hattervig also would like to see changes to manure application rules such as knifing, top application, setbacks and piping of manure. 

It was moved by Wentland, seconded by Gassman and carried to approve & file the minutes & findings of the March 22nd planning commission meeting.

 

The board adjourned as a planning commission and reconvened as a board of commissioners.

 

Director of Equalization Tami Severson met with the commission for the annual conference which is required by SDCL 10-3-14.

 

The board adjourned until April 10th for the meeting of the Board of Equalization.  Dated this 3rd day of April, 2018.
