              The Miner County Board of Commissioners met in regular session May 1, 2018 in the Miner County Courthouse.  Members present:  Roger Wentland, Garrett Gassman, Voni Durant, Tom Reisch and Alex Protsch.  Absent:  none.  Chairman Wentland called the meeting to order.  The Pledge of Allegiance was recited.  Motion by Durant, seconded by Protsch and carried to approve the agenda.

 

              It was moved by Reisch, seconded by Durant and carried to approve the minutes of the April 17th meeting with the following clerical changes:  Jan Payroll to March Payroll and Connection Point to Connecting Point.

 

The auditor’s account with the county treasurer showed an April 30, 2018 balance of $8,584,143.24 in all state, county, civil, school and trust accounts.

 

              The following correspondence was received:  Miner County Sheriff & Dispatch Service March Reports.

            It was moved by Protsch and seconded by Durant to adopt the following resolution upon the request of Casey Warren, Fire Prevention Technician with the SD Dept. of Agriculture Wildland Fire Division.

 

RESOLUTION 18-11

SUPPORTING WILDFIRE AWARENESS MONTH

 

            WHEREAS, the Commissioners of Miner County are charged with protecting the health and safety of the citizens of Miner County, including all property situated therein; and

 

            WHEREAS, wildfires threaten the environmental, economic, and social well-being of Miner County residents while challenging firefighter’s efforts to protect life and property; and

 

            WHEREAS, the Commissioners of Miner County have determined that in the interest of public health and safety; and

 

            WHEREAS, wildfire suppression costs represent only a small portion of overall economic impacts and do not reflect the total cost of catastrophic fires; and

 

            WHEREAS, residents have the responsibility to recognize the high risk of wildfire and institute safe and early evacuation plans, increase their home’s resistance to wildfire, and create fire adapted communities to increase the safety and survivability of the public and emergency personnel; and

 

            WHEREAS, Wildfire Awareness Month is an important opportunity for Miner County residents and all South Dakota’s communities and fire service agencies to reduce the risk of wildfire, increase firefighter safety, and enhance public safety and awareness through education on fire safety, preparation, and prevention; now

 

            THEREFORE BE IT RESOLVED that Miner County supports the month of May 2018 as South Dakota Wildfire Awareness Month; and

 

            THEREFORE BE IT FURTHER RESOLVED that the theme for this year, “One Less Spark, One Less Wildfire” is a call for the residents of Miner County to educate themselves and to take action to reduce the wildfire threat to their homes and help their community move toward becoming a fire adapted community.

 

Duly passed and adopted at a regular meeting of the Miner County Commission on the 1st day of May, 2018.

            The board authorized Chairman Wentland to sign the Pepsi vending agreement for the unit placed on first floor of the courthouse.

 

            Tami Moore of the Miner County Conservation district met with the commission to present the district’s annual report.  Moore also covered information that would be available through the district on the 2017 Senate Bill 66, riparian buffer strips.

 

            Custodian Colleen Arens informed the board of issues with the cement located on the north side of the courthouse.  The board will contact Brad Stangohr who engineered the project completed in 2014 and ask for his opinion on a solution for the settling cement.  Arens also requested that 2 trees located near the northwest corner of the parking lot be removed due to their deteriorated state.  The board granted her request to purchase rugs for each of the courthouse offices.

 

            Highway Superintendent Ron Krempges reviewed the bridge replacement schedule and presented the 2018 Statewide County Pavement Marking Agreement for consideration.  It was moved by Durant, seconded by Gassman and carried to authorize Chairman Wentland to enter into the 2018 Striping Agreement with the State of South Dakota.

 

            It was moved by Durant, seconded by Gassman and carried to enter into executive session (SDCL 1-25-2 (1)) at 10:38.  The board returned to regular session at 11:00.  The meeting adjourned until May 15th.   Dated this 1st day of May 2018.
